DUBAI – His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has launched DIFC Zabeel District, a landmark Dh100 billion expansion of Dubai International Financial Centre that is set to redefine the scale, scope, and global reach of the emirate’s financial ecosystem.

The project represents the largest demand-led expansion of a financial centre in the Middle East, Africa and South Asia region. It further reinforces Dubai’s position as a leading global hub for finance, business, innovation, and high-quality urban living.

Unveiled at a ceremony held at the Zabeel site adjacent to the existing DIFC Gate District, the development marks a major milestone in DIFC’s evolution since its establishment in 2004. The launch reflects Dubai’s long-term strategy to anticipate global economic shifts and build future-ready infrastructure capable of attracting businesses, capital, and talent from across the world.

Vision and ambition

Speaking at the launch, His Highness Sheikh Mohammed said Dubai continues to strengthen its standing as a global business and finance destination by introducing visionary projects that integrate economic opportunity with quality of life. He highlighted that the city’s development approach is driven by proactive leadership and a belief in shaping the future rather than responding to change.

He described DIFC Zabeel District as a pivotal step in advancing Dubai’s financial sector at both regional and global levels. The expansion will significantly increase DIFC’s capacity, enabling it to host more than 42,000 companies and a workforce exceeding 125,000 professionals. More than one million square feet will be dedicated to future technologies and artificial intelligence, alongside state-of-the-art commercial, educational, innovation, and residential facilities.

His Highness Sheikh Mohammed also reflected on DIFC’s transformation over the past two decades, praising its leadership for positioning the centre as a bridge connecting East and West, and as a key driver of investment, innovation, and economic diversification.

DIFC Zabeel District

DIFC Zabeel District spans a site area of 7.1 million square feet, with a total gross floor area of 17.7 million square feet. The estimated gross development value exceeds Dh100 billion, making it one of the most ambitious financial district expansions ever undertaken in the region.

Designed as a seamless extension of the existing DIFC Gate District, the development will be connected via a signature bridge, creating a unified institutional and urban landscape. The masterplan places strong emphasis on accessibility, connectivity, and integrated living, combining workspaces with residential, retail, hospitality, cultural, and leisure offerings.

The district will be delivered in six phases. It is expected to welcome the public by 2030, with full completion of the masterplan scheduled for 2040. Preparatory work on the first phase is already under way.

High-level attendance

The launch ceremony was attended by several members of Dubai’s leadership, including His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence and Chairman of The Executive Council of Dubai; Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, and President of DIFC; and Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai.

Also present were Sheikh Ahmed bin Saeed Al Maktoum, President of the Dubai Civil Aviation Authority, Chairman of Dubai Airports, and Chairman and Chief Executive of Emirates Airline and Group; and Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, President of the UAE National Olympic Committee, alongside senior government officials.

His Highness Sheikh Mohammed was received by Essa Kazim, Governor of DIFC; Arif Amiri, Chief Executive Officer of DIFC Authority; members of the DIFC Higher Board; and senior representatives from the DIFC Authority, Dubai Financial Services Authority, and DIFC Courts.

Economic alignment

Sheikh Maktoum bin Mohammed said the DIFC Zabeel District reflects Dubai’s commitment to building a comprehensive financial ecosystem that integrates advanced infrastructure with progressive regulatory frameworks. He noted that the development supports the objectives of the Dubai Economic Agenda D33, which aims to double the emirate’s economy by 2033 and position Dubai among the world’s top four global financial centres.

He described the expansion as a strategic launchpad for the next era of global finance, enabling DIFC to accommodate rapid growth among international financial institutions, technology firms, and innovation-driven enterprises. The project, he said, underscores Dubai’s focus on maintaining an agile, competitive, and future-focused business environment.

The launch also highlighted DIFC’s role over the past 20 years in facilitating trade and investment flows, with the ceremony’s theme, Tomorrow Begins Here, charting the centre’s journey from its inception to its current standing as a globally recognised financial hub.

Technology and innovation

A central feature of the DIFC Zabeel District is its strong focus on future technologies. More than one million square feet will be dedicated to innovation, including what is described as the world’s largest innovation hub and the world’s first purpose-built AI Campus.

The existing Innovation Hub will triple in size and serve as a cornerstone of Dubai’s digital economy ambitions. Alongside the AI Campus, the facilities are being designed to support more than 6,000 companies and 30,000 technology specialists, creating an environment that accelerates artificial intelligence research, commercialisation, and cross-sector collaboration.

The district will also include a Gaming and Immersive Technologies Hub, aimed at positioning Dubai as a regional and global centre for next-generation gaming, simulation technologies, and digital content creation.

Education and skills

In line with the UAE’s Education 33 strategy, DIFC Zabeel District will play a significant role in higher education and professional development. The district is set to become the UAE’s leading hub for further education, while also attracting world-class universities ranked among the top 25 in the QS World University Rankings.

The DIFC Academy will expand ten-fold to cover 370,000 square feet, creating capacity for up to 50,000 learners each year. This expansion is designed to support lifelong learning, executive education, and specialised training aligned with the needs of the global financial and technology sectors.

Urban and cultural design

Beyond finance and technology, the expansion places strong emphasis on culture, wellbeing, and liveability. A first-of-its-kind art pavilion will deepen DIFC’s reputation as Dubai’s cultural and artistic centre, with designated locations for landmark artworks and architectural features.

The district will feature a central boulevard, conference facilities, hotels, upscale retail, and a mix of commercial and residential spaces. Open areas will be characterised by extensive greenery and biodiversity, supporting healthier work-life integration and stronger social connections.

Urban planning for the project includes enhancements by the Roads and Transport Authority to ensure ease of access, alongside futuristic transport solutions designed to support connectivity and sustainability. A continuous integrated loop within the district will promote walkability, wellness, and seamless movement across spaces.

Essa Kazim said the expansion would redefine the financial industry across the MEASA region and significantly accelerate DIFC’s contribution to Dubai’s economic growth. Arif Amiri added that the district would act as a magnet for global talent and financial expertise, setting new benchmarks for integrating professional excellence with quality of life.
